Job Mission

The Export Controls Manager is part of a team of export control and compliance professionals in an international environment with a presence on three continents. Export controls and compliance are essential to enable the organization to meet the commitments we made to our customers. Compliance is considered to be one of the core values within ASML.

The Export Controls Manager reports to the Head of Corporate Compliance & Export Controls based at the ASML headquarters in Veldhoven. The position is part of a global, corporate function, focusing on U.S. issues.

The job mission of the Manager Export Controls is to execute and ensure export control compliance while proactively supporting ASML and its business partners in the various regions.

This position may require access to controlled technology, as defined in the Export Administration Regulations (15 C.F.R. § 730, et seq.). Qualified candidates must be legally authorized to access such controlled technology prior to beginning work. Business demands may require the Company to proceed with candidates who are immediately eligible to access controlled technology.

Job Description

Contribution to the implementation the global Strategy for Sanction & Export Controls and co-develop supporting policies and procedures.

Export Control Compliance
Implementation of policies and procedures to safeguard compliance with ASML’s Global Sanctions & Export Control Strategy.
Manage adherence to these policies and procedures in order to assure compliance with dual-use export control laws and regulations of the jurisdictions to which ASML with its business dealings are subjected to.
This includes:
Maintain and improve Internal Compliance Plans in the various regions/sites in area of responsibility.
Maintain and improve the Export Control Framework, execute and monitor controls necessary to ensure compliance.
Prepare and submit export license applications, ensure timely license reporting and engage with the licensing authorities where and when necessary.
Responsible for maintaining licenses in our compliance tool, SAP Global Trade Services (GTS).
Provide guidance to stakeholders on Sanctioned Party List (SPL) and legal control related blocks in GTS/Oracle.
Assess and follow-up on End-use Statement requirements with involved stakeholders.
Stimulate and establish good working relationships at different levels with relevant departments within ASML by giving trainings and participating in departmental meetings that contribute to increasing awareness and compliance.
Perform periodic risk assessments including reviews of the impact of new regulations.
Contribute to periodic reporting on export controls to senior management.
Participating in reviews of export control related incidents.

Stakeholder Management
Together with the team, ensure open and transparent relationships with licensing and enforcement authorities in the jurisdictions in which ASML operates. This includes representing ASML in governmental audits.
Establish a strong relationship with ASML employees to ensure cooperation and assistance in the successful implementation of export control related (initiated) projects. Provide advice on export control risks and controls/measures, and if required, will work closely with external advisors.

Collaborate and advise customers and suppliers on export control topics related to physical and intangible exports, and technology transfers.
Advise internal and external stakeholders on core issues of export control operations, including ECCN classification, licensing and controls to ensure compliance.

Master’s degree or equivalent combination of education and/or experience


Min. 6 years of relevant experience in Export Controls within a multinational corporation, law firm or consulting company
In-depth knowledge and experience with the U.S. Export Administration Regulations (EAR) required
Background in and knowledge of the export control aspects of engineering and software development a plus
Experience working in a multidisciplinary environment and in multi-cultural teams
