Introduction to the job

Due to the success of EUV and expected strong NXE growth in coming years, the EUV Install team needs to adapt to secure its contribution to profitable EUV business under HVM conditions. To this end, a new EF Install strategy has been defined and several strategic initiatives will be rolled out. A dedicated program management role will be created to support the EUV Install team (EF and CS combined) in these challenges, with first major assignment to roll-out WW localization.

This is a fixed program management role. Apart from the localization program, other initiatives are on the horizon that need to be initiated, scoped and realized at a later stage. During roll-out of localization, a connection needs to be kept with other strategic initiatives, for example the ‘UIR synergy’ project, further localization beyond 80%, new site development and EXE introduction.
For clarity, the remainder of this job description is written towards localization program, but it applies similarly to other future projects/programs.

Role and responsibilities

In order to further optimize the profitability of the EUV business, further efficiency and cost effectiveness in the current operation model is required, by localizing installations at our customer sites. The “80%” localization strategy and blueprint, including high-level R&R split, has been defined in 2021, and needs to be rolled out in 2022.

As Program Manager, you are responsible to define the roll-out plan and drive actual implementation in 2022, in close cooperation with the local WW (TW/KR/US) CS organizations. You define intermediate goals and plans and generate the required support for success. End objective is that all processes in scope are embedded according to ‘localization’ blueprint and strategy in the local and VHV organizations, in close alignment with all stakeholders. An important part of the localization project is the transformation the EF resource pool has to go through, such as moving from a pure engineer into a coach/trainer role.

The above entails the following scope:
- Lead implementation of transformation programs within EUV Install
- Change Management; develop and drive holistic change management strategies of organization structure, process and culture changes. Execute change impact assessment, monitor change adoption and (arrange) support for roll-out and embedding by all teams
- Drive the strategy definition and implementation process within EUV Install staff. Owner of Lean deployment within EUV Install
- Set up benefit measurement for intended changes and report on progress
- Set up and execute stakeholder analysis and management. Develop and execute interventions to engage both internal and external stakeholders at all levels within the EUV Make and Install value chain.
- Be coach and sparring partner for the EUV Installstaff

The EUV Install Program Manager reports to Head of EF Install and will be member of EF Install staff.


Specific for Localization:
- Embedding localization in TW/KR/US/VHV teams, including changed R&R, processes, mindset and culture for all involved stakeholders
- Ensures consistency by EF Install LTA resources rolling out localization in the regions (focus on training, knowledge transfer, participation in Continuous Improvement, etc.)
- Supporting/Coaching the VHV EF Install team going through the localization “journey” as part of Change Management
- Supports local managers for sufficient hiring and training according to program timeline to enable localization according to program timeline
- Coordinating with local management to achieve a smooth and optimally paced roll-out, in balance with running business concerns (ICT/Costs/Quality/Safety/etc)
- Support localized CI PLs and VHV CI team to embed continuous improvement onsite incl. a fully functional closed feedback loop between the Field, EUV Factory and the EUV Program.
- Linking pin for and support to VHV and local Regional Install Managers on all aspects related to localization
- Recruitment; Monitoring hirings plan by local teams meeting the roadmap
- Training; securing a consistent WW training plan / scheme in close alignment with local organizations
- Planning; adapt existing (manpower) planning processes to localized end state incl. planning decision making (guidelines)
- Operational model: alignment of R&R in the fab and office between the local- and central organization, creating SLA’s when necessary
- Continuous Improvement: coordinate WW consistent set-up of a local Disturbance Review Board and performance management processes (cost, ICT, manpower, etc.)

Depends on transition program
Localization plan structurally rolled-out WW in a self-sustaining mode. Change fully adopted, including following aspects:
- EUV Install localization accepted and adopted by all stakeholders, in VHV and in regions
- Hiring to agreed program timeline
- Training supply & adherence
- Secure running business
- Working operational model: processes, roles & responsibilities & service level agreements
- Fully functional closed feedback loop (CS local <-> EF central)

Candidate’s profile:
- Excellent project/program management skills, in a high-tech or otherwise highly complex and dynamic business environment
- Good understanding of VHV and local operations
- Can cope with dynamic plan changes, whilst maintaining the drive to structure, standardize and improve.
- Advanced analytical and complex problem solving skills, to identify relevant drivers and bottlenecks, as well as perseverance and project management skills to actually generate impact
- Experience with working in different cultures

Education and experience

Relevant Master degree, e.g (Technical) Business Administration or Engineering

-10+ years relevant experience in a large international company, preferably in Operations background
-Complex and dynamic international business environment
-Decision making skills, people management skills, project management skills (>2 years)
-Highly analytical and able to organize and prioritize workload
