Introduction to the job

For a brand new position within our Corporate Real Estate department we are seeking a Manager Change & Standardization.

The Manager Change & Standardization is responsible for the development & performance of the Change & Standardization team within CRE Facilities & Maintenance.

The Manager Change & Standardization is responsible for the implementation of strategic/large changes resulting from (but not limited to) the CRE strategy and/or output from the CRE F&M Competence team. Programs are being developed and executed resulting in projects that are driven by business continuity, reliability and availability, sustainability, security, asset safety, etc.
The team is also responsible for ensuring proper commissioning and acceptance of all projects executed within CRE in the Netherlands, hence ensuring seamless handover to our maintenance organization. Furthermore, the Manager Change & Standardization and his/her team are responsible to establish and maintain global standards for quality.

The Manager Change & Standardization is furthermore responsible to translate the CRE strategy, mid and long term plans, into (annual) plans and quality standards. With that the Manager Change & Standardization is responsible for resource planning and ensuring capacity to manage programs, commissioning and other projects within the boundaries of quality, time and cost.
The Manager Change & Standardization is able to act as the liaison and process accelerator between CRE Projects, CRE Business partners and the CRE F&M teams. This requires both technical knowledge, stakeholder management skills, and entrepreneurial skills such as ownership, decision making skills and perseverance.

Role and responsibilities

Strategic planning process:

-Responsible to drive thestrategic program and resource planning process of CRE F&M by inventoryof major change and development initiatives within the CRE Teams that impact(future) F&M operations, collecting relevant trends and developments andsetting quality standards (and how to achieve these).
-Translate strategic themesand opportunities and threats into a vision for program management,acceptance & commissioning and quality, standardization & compliance forthe medium and long term. Determine the strategic objectives and elaborate ina program plan with a roadmap.

-TranslateASML strategic plans (housing plan, utilities master plan, industrialmaster plan, etc.) to CRE F&M implications and develop plans foroperationalization, such as project and resource plans.

-Together with expertcolleagues translate strategic objectives in targets and performance settingfor all programs, projects and other initiatives in scope and manage themeasurement/control mechanisms to monitor and manage time, quality and costs.

Global uniformity:

-Develop and implement globaluniformity by sharing knowledge, best practices, formats and systems.
-Support and coach peers to establish professional ways of working.
-Develop and define standard ways of working and technical standardswithin the scope of Facilities & Maintenance.

Program management:

-Determine the approachtowards planning of projects, project execution and allocation of budget andthe sourcing plan, f.e. -assign projects to internal project teams, (key)suppliers etc.
-Initiate the annualplan by conducting thorough pre-analysis, studies and business cases in orderto prepare decision-making and to set the output targets, timelines andbudget plan.
-In the annual plan,identify and analyse needs from involved or impacted stakeholders andlinkages to other projects to define project scope and objectives. Connectall required expertise in order to determine a solid and feasible projectbrief and timelines.
-Manage risk, compliancy,quality and functional criteria in order to ensure successful outcomes of theprogram or project(s). -Coordinatesolutions from an integrated, helicopter view, taking into consideration thefull chain of delivery and (strategic) planning.
-Act as the end-responsibleperson and/or in the role of steering committee, senior user, sponsor,quality assurance or project executive in order to give (strategic)directions to the project team that is responsible for execution of (partsof) the required change.

Stakeholder management:

-Strategic alignment;continuously informed about changes in the organization and business of ASMLto understand needs and predict/anticipate on changes in needs and capacity.
-In alignment with CREBusiness Partners, inform business stakeholders and CRE F&M teams aboutimpact and progress of projects and programs and ensure coordination betweenactivities.
-Derive a forward-looking planand planning for business stakeholders (together with the Business Partner)in order to inform them about planned changes with (possible) impact on theiroperations.
-Contribute to strategicreporting and (feasibility) advice substantiated with solid business cases (forexample to board, senior leadership, stakeholders of business lines, industrialboard etc.).

Innovation and productdevelopment:

-Initiate, implement, monitorand maintain the application of the ISO 55000 standard throughout CRE.
-Explore market opportunities, innovations andconsult the market or peer organizations to drive initiatives that support,enhance or elevate CRE F&M quality standards.
-Gather all intended CRE F&M innovation anddevelopment plans, prepare prioritization and decision making process (CREF&M management team). With that, ensure well-balanced, effective andefficient development and innovation initiatives.


-Calculate (or havecalculated) business cases for change plans and costestimates for impact considering balance between risks, performance and costs(TCO).
-Validateoffers of suppliers in order to determine compliance and conformancewith required quality and output specifications.
-Able to develop andoversee OPEX and investment budget to be able to successfully drive the servicesin scope.

Education and experience

Master or Bachelor+ education in the field of facility management, industrial engineering, process engineering, building services engineering, asset management or business administration (in case of the latter with proven experience in industrial environment).

-Experience in influencing decision making in a matrix organization.
-At least 5-8 years of similar experience in complex (industrial) environment
