Government Affairs Manager, based in Washington DC, is a newly created position. S/he will play an important role in supporting ASML’s growth in the fast-moving High-Tech industry; a dynamic sector influenced by government involvement and public policy changes. The incumbent will play a critical role in the Washington Office of ASML in monitoring, reporting, and collaborating on public policy initiatives. S/he will monitor political and regulatory developments in the US that may affect ASML priorities. Furthermore s/he will be part of a internal reporting on US government institutions, including at the state and local government level. The incumbent will also work with our consultant team to design and organize events with thinktanks and other public organizations at various levels, playing a critical role in furthering the public policy goals of ASML.

As a member of ASML’s Government & External Affairs Department, s/he will report to the Head of US Government Affairs and will work closely with colleagues at ASML headquarters and throughout the world.

This position requires access to controlled technology, as defined in the Export Administration Regulations (15 C.F.R. § 730, et seq.). Qualified candidates must be legally authorized to access such controlled technology prior to beginning work. Business demands may require ASML to proceed with applicants who are immediately eligible to access controlled technology.

Role and responsibilities

You are responsible for informing, engaging and connecting stakeholders. You’ll be involved in designing, developing and executing the US governmental affairs strategy.

This position requires someone who:

  • Assists head of Washington office with engagement within the US, focusing on Congress, U.S. Senate, and Governors offices.
  • In support of policy objectives, maintains internal calendar of events, with responsibility for leading a portfolio of engagements external and internal to ASML.
  • Monitor, interpret, and draft summaries ofregulatory outlets and Congressional activity relevant to the semiconductor industry and the CHIPS Act.
  • Continuously monitors political, policy, and regulatory landscape in the US and manage drafting process of internal regulatory and political updates and presentations.
  • Travels on-site to organize and provide tours for interested public policy officials (Travel 25%).
  • Promotes a positive presence of ASML with Congressional staff and other organizations to (help) shape the policy environment relevant for ASML business.
  • Ability to communicate goals, plans and actions clearly and concisely.
  • Capability to analyse and break up complex problems into tasks and responsibilities that can be, and are, delegated and executed.

Education and experience

  • Bachelor’s degree in the fields of law, public administration, political science, sciences, engineering or communications, from a reputable university.
  • At least8-10 years’ of experience working with Congress, U.S. Senate, regulatory agency assisting in either technology and/R&D/or national security policy issues areas.
  • Scheduling experience a plus.
  • Relevant network in the Washington DC arena.
  • Experience organizing events with political stakeholders.
  • Experience and track record monitoring and creating reports and presentations on US political processes, legislation, and regulatory requirements.
  • Strong project management experience – managing internal calendars of events and driving public policy campaigns to completion.
  • Proven experience interacting with Congressional or Governors staff, policy-makers, agencies and other stakeholder groups.
