For ASML compliance with laws & regulations is essential. The Legal & Compliance department manages the legal compliance programs including the export control program.
The job mission of this Manager Export Control is to strengthen ASML’s Export Control & Sanctions team in the execution and ensurance of the company’s export control compliance. The Manager Export Control will especially support in export control matters that require a technical understanding of ASML’s products and technology, eg. in the export control classification of ASML’s products and technology. The Manager Export Control will participate in meetings with ASML’s technology teams to provide input on technical matters from an export control compliance perspective. The position is based in Veldhoven, the Netherlands.
The Manager Export Control will be a member of the Export Control & Sanctions team with colleagues located in the United States, Asia and The Netherlands, as well as a member of the broader global Legal & Compliance team. The position reports to the Global Head of Export Control & Sanctions. This position will contribute to the implementation of the Global Strategy for Sanction & Export Controls and co-develop supporting policies and procedures.
Role and responsibilities
Key aspects of the role include the following:
Export Control Compliance
The export control team is responsible for the implementation and maintenance of policies and procedures to safeguard compliance with ASML’s Global Sanctions & Export Control Strategy. This includes managing adherence to these policies and procedures, in order to assure compliance with dual-use export control laws and regulations of the jurisdictions to which ASML with its business dealings are subjected to. The job holder will work on the following aspects:
Maintain and build relationships within the Development & Engineering sector and the Product Business Lines in order to be a business partner who understands the technical specifications of ASML’s products and technology and can provide export control advice on technical matters to both the Export Control & Sanctions team and the Business teams.
Combine technical knowledge and export control expertise to provide regulatory analysis and assist in the preparation of license determinations and complex product classifications.
Improve ASML’s Internal Compliance Plan from a technical product perspective.
Maintain and improve the Export Control Framework, execute and monitor controls necessary to ensure compliance where it specifically concerns sharing of technology.
Provide (technical) export control trainings and participate in departmental meetings that contribute to increasing awareness and compliance.
Perform periodic risk assessments including reviews of the impact of new regulations.
Contribute to periodic reporting on matters related to export controls to senior management.
Monitor regulatory developments and changes in order to pro-actively inform and advise where it concerns impact on ASML’s products and technology.
Participate in reviews and investigations of export control related incidents.
Stakeholder Management
In order to be successful, key stakeholder management will be important, both externally as well as within the company:
Together with the team, ensure open and transparent relationships with licensing and other authorities in the jurisdictions in which ASML operates. This includes representing ASML in meetings with government officials.
Establish a strong relationship with ASML employees to ensure cooperation and assistance in the successful implementation of export control related (initiated) projects.
Provide advice on export control risks and controls/measures and if required,work closely with external advisors.
Education and experience
University Master degree (law, science, engineering, technology) or comparable work experience
Technical product/industry knowledge of semiconductor products and manufacturing equipment in combination with export control compliance experience is required.
Knowledge and experience with the EU and U.S. export control regulations is required.
Experience working in a multidisciplinary environment and in multicultural teams.
